Twelve months later there were further protests over water supplies in cities including Suez, Cairo and Giza. While the state can guarantee to water the gardens of Cairo’s elite, it is unable to provide adequate supplies for millions of people (Leila 2008). Further popular struggles may well be stimulated by a pressing need for life’s essentials – for bread and for water.

As Mitchell (2002: 241) demonstrates, US aid which had been provided with the formal aim of assisting private enterprise and ‘pluralism’ in fact strengthened the role of the state, notably of the military, which developed a major presence in manufacturing, agriculture and construction: as early as the mid-1980s the Food Security Division of the armed forces had become the largest agro-industrial complex in the country (Mitchell 2002: 241). Meanwhile, senior state officials entered business partnerships in which their influence guaranteed preferences or even monopolies in the local market – and rapid enrichment.

The bureaucracy became a closed class, inheriting positions of power and eventually producing a renewed private capitalism. Infitah paved the way for traditional capitalism to operate in all fields of economic activity. As the capitalist class of the colonial period had been greatly reduced by nationalisation, the first capitalist groups to take advantage of new opportunities in the 1970s were those engaged in illicit activities such as the sale of antiquities, drugs and weapons, or in unofficial currency exchange.
